Congresswoman Michele Bachmann points out that HHS Secretary Kathleen Sebelius, or any future HHS Secretary, has the power to limit family size through Obamacare. If, as Sebelius argues, contraceptives are cheaper than pregnancies then the HHS could limit healthcare paid hospital maternity services to one or two children per family.
