The purpose of the General Motors and Chrysler bailout, we were told, was to save American jobs. GM quickly put lie to that proposition when it announced last year it would build a $450 million engine plant in Mexico. Now there are rumors coming from Mark Modica, associate fellow at the National Legal and Policy Center that the Chevy Spark, a glorified golf cart, will be produced in Korea.
