Let's start at the very beginning, Article I Section I;
”All legislative Powers herein granted shall be vested in a Congress of the United States, which shall consist of a Senate and House of Representatives.”
To date this year the Congress has passed 39 pieces of legislation. The 291,676 federal regulatory agency employees have issued 3,801 final regulations in the past 365 days; 919 of them just the past 90 days. The federal register contains 76,431 pages for 2011 alone. The estimated cost of this regulation is $1.7 trillion annually. Congress has outsourced its legislative responsibilities and betrayed the Constitution. The REINS Act would force Congress to, in a small part reclaim some of the constitutional power it has ceded to unelected paper shufflers. It would require any regulation costing the economy more $100 million from taking effect unless it received approval from both houses of Congress and the president. This is hardly radical or revolutionary but rather a small step to reestablishing constitutional government. Wouldn't that be a nice Christmas present?
