Napolitano: we'll sue you but "adjustments will be made" for Muslim women

Not to put a fine point on Drudge's headline, but let's process this for a minute.
A flyer was told by the government he has no right to fly.
That he surrenders his rights when he enters the airport.
Indeed, he is now subject to a civil suit and a fine of $11,000 because he entered the security area and refused the patdown.
Now CNS has queried Janet Napolitano whether Muslim women are going to be subject to the same intrusive patdowns as everyone else.
Did she answer that everyone's the same?
Did she say that Muslim women will be treated like everyone else, regardless of religion ?
  CNS:
“Look, we have, like I said before, we are doing what we need to do to protect the traveling public and adjustments will be made where they need to be made,” Napolitano responded. “With respect to that particular issue, I think there will be more to come. But, again, the goal here, you know, we’re not doing this just to do it.  We’re doing it because we need to keep powders and gels and liquids off of planes that are unauthorized just as we need to keep metals off of planes.....
"As Americans head into the busy holiday travel season, it is important to remember that every individual has a role to play in keeping our country safe and secure," Napolitano said in a statement.
So what we have here is that persons who are non-Muslim, (that is, religious extremists who did not attack us on 9/11) will be subject to a patdowns but Muslim women will NOT?
Why is everyone not treated the same, regardless of religion? WHAT"S THE PURPOSE OF THE PATDOWNS THEN?

So non-Muslims are subjected to this:

A woman dressed like this will not? Or is this a man? How do we know?
What could possibly go wrong?
