How is a member of Obama's administration a "third party"?

Just askin'. We really need to trust ACORN, Obama and the spendthrift crooks In DC with another $20 billion for people in the Gulf. They're all crooks. The guy works for Obama. How does this make sense? How is this a disinterested third party when they're blowing money out the wazoo in DC?

The source said Kenneth Feinberg, the administration's pay czar for the financial bailout funds, will oversee the fund. Feinberg previously worked on compensation claims for victims of the 9/11 attacks.
