So how are you naturalized one year, on the watch list the next

The NYC nearly bombing incident gets murkier. Why did the terrorist have a wife and child in this country and in Pakistan? Why was he naturalized if someone put him on a watch list? Why was he allowed to get on the plane if he was on a watch list? Why did the White House first report that he was allowed to get on the plane to track him and see if he had accomplices, yet now it becomes obvious that this terrorist almost slipped into the nether regions of Pakistan?
