With elections a week away applications for absentee ballots in Cuyahoga County are down by more than a third of the 2009 level. This is a result of action on the part of Secretary of State Jon Husted who imposed a statewide mailing ban of unsolicited absentee ballots on boards of elections in August, arguing that policies should be the same from one county to another to ensure fairness. Perhaps this illustrates the difficulty of constructing polling models on ballot questions in off years we
referenced last week. Also, it is probably a minor set back for the unions' ballot question 2 efforts.
