GM loan repaid with a loan from TARP?

On Cavuto's Thursday show, guest NeIl Barofsky (TARP inspector general) talked about GM paying its loan. He said it was a good thing, but not as great as everyone was saying because the LOAN that was repaid was repaid with ANOTHER LOAN. Did you know that? Joe Biden was glowing about this today, yet, once again, its foundation is based on sand. Looking for an article on this somewhere.
