Towns take back incentives

So how do you keep business and jobs in your community? You offer incentives and abatements. Some companies are taking back those incentives if they do not create the number of jobs they promises or if they lay off workers. Does this sound logical? Basically they are driving the businesses out of their community and into Mexico. Then you have places like Detroit, where no grocery chain has a store anymore. Read about it here.
