Actually they don't have a lot of visitors anymore. According to the
Washington Post visits to healthcare.gov declined 88% from October 1 to October 13. The nonpartisan research firm Millward Brown Digital has permission to track traffic on the site. Of the 9.4 million visitors who visited the site in the first week only 36,000 were enrolled in an insurance plan. To reach its goal of 7 million by March 1 the site must average 38,888 per day. It didn't make that the first week. As I have written, the real glitches are in the law not the website.
