Government health care transplanting diseased organs

Ugghhh. This is doom, man, DOOM. Aids? Cancer? From the Daily Mail:

Desperate transplant patients are being given the lungs of chain smokers because the NHS is so short of organ donations.
Surgeons are also being forced to use diseased body parts from cancer sufferers, drug addicts and the very elderly.
Americans' survival rates are higher than anywhere in the world, particularly in countries whose health care is controlled by the government:
International comparisons establish that the most important factors in cancer survival are early diagnosis, time to treatment and access to the most effective drugs.  Some uninsured cancer patients in the United States encounter problems with timely treatment and access, but a far larger proportion of cancer patients in Europe face these troubles.  No country on the globe does as good a job overall as the United States.  Thus, the U.S. government should focus on ensuring that all cancer patients receive timely care, rather than radically overhauling the current system. 
Reminder of what government health care looks like:
The government told him he could work as a plumber because he could slide his arm under the sink into the pipes. The doctors set his arm this way, scheduled the surgery as "non-emergency" and then after his surgery was cancelled FOUR times...once because he wouldn't quit smoking, twice because there were no beds, and once because they said his blood pressure was too high.
