WH uses govt website to trash opposition

Perhaps this is the way things are now.
We have a party in the White House who seems to think they own THE PEOPLE'S HOUSE; has it been standard procedure to trash the other party on government websites? Is this right?
  Is it appropriate?
  Is it LEGAL?
In this most partisan administration, critics complain there has been no attempt to work together, and that the first thing out of the admin's mouth is, "Republicans have no ideas! They won't work with us!"
In fact, it's pretty obvious that this administration has been running a perpetual campaign. Immediately after election, The One never slowed from partisan speech, never became the president of the UNITED states, never tried to bring people together through his presidency.
This is a great disappointment for those of us who perhaps didn't vote for him, suspected him of being a selfish partisan as so many politicians are, but hoped for the best and that he would unite rather than divide. Imagine a group of people called "Obama Republicans." How does that sound?
  Huh. No. Shiver.
Sadly, the evidence is over at the White House website titled "Another Government Shutdown?":

But for any who thought that blocking even such common sense measures was the limit of how far Republicans in Congress could go in putting partisanship ahead of getting Americans back to work, the Vice Chairman of the House Republicans’ campaign committee (the NRCC) was across town making clear that they were prepared to go much further. While the President was laying out bipartisan solutions to continue creating jobs, this Republican Congressman was rallying his political base in favor of his preferred solution – simply shutting the government down altogether:
Is this the best we can do? Trash the opposition on government websites?
