Opponents argue that the Third Frontier program is "corporate welfare" by investing in companies and technologies, a job they say should be left to the private sector. Others said they worry that more borrowing will severely affect the state budget in the next few years. The state is facing a budget shortfall next year of up to $8 billion. Rep. David Daniels said, "We have got to consider when we are going to stop borrowing and spending. It has shown its share of successes over the years, but to me it goes back to budgetary concerns now."[6]
