Free access to the Y?

All Toledo 7th graders get free access to 6 Ys in Toledo. Is this part of The One's new programs? Who's paying for it? The schools or the Y? This is an interesting question, considering the Toledo Schools are bankrupt, cutting and the Y isn't exactly cheap for most people. Note that the Tarta transportation is, of course, also free. But we know who's paying for THAT...the suburbs. Perrysburg pays for it--a million dollars a year for nothing we use. Tarta buses have been seen, running and empty, sitting for hours at a time in the K-Mart parking lot. Huh. Interesting. What is great, in addition, is that TARTA is building a brand new $8 million building to house itself. Huh. Interesting.
