Light rail in Detroit

Have you seen Detroit? Does it look like a bombed out 3rd world country? Unemployment is estimated at around 25%? But they're going to build a LIGHT RAIL in Detroit, where there are NO JOBS and you can't even sell a house for a hundred bucks?
