Cash for clunkers already out of cash!

Two things--1) If these yoyos so underestimated the cash for clunkers program that they are already out of cash (supposed to run 4 months...done in 4 days), why would we trust them with health care? 2) It's obvious from the article that the government doesn't know what it's doing, considering that some people believe that the program is suspended and others don't. Link only.
